    Assessment of Research Efficiency in China\u27s Universities Based on Data Envelopment Method

    To investigate the static and dynamic trends of scientific research efficiency of different types of universities in China during the period of 2016 - 2020. Methods: Based on the scientific research data of six types of universities nationwide from 2016 to 2020, which are classified by the Compendium of Science and Technology Information of Higher Education Institutions published by the Department of Science and Technology of the Ministry of Education. We selected the full-time personnel (person-years) of research and development personnel and Internal expenditure for the year of science and technology funds (thousand yuan) as input evaluation indexes, and the number of Academic papers published abroad (articles), the number of international projects acceptance (item), the number of patent authorizations (item), and the number of Actual income of technology patents in the current year (thousands of yuan) as output evaluation indexes, and constructed the evaluation index system of scientific research efficiency of six types of universities nationwide. SPSS version 23.0 software was used for descriptive data statistics, and DEA-BCC model and DEA-Malmquist index model of DEAP2.1 software were used for static and dynamic evaluation of its scientific research efficiency from 2016 to 2020, respectively. Results ① Overall analysis: the level of scientific research efficiency of all types of universities is high, but the total factor productivity of scientific research shows a trend of rising and then declining during the 13th Five-Year Plan period, and the overall scientific research efficiency of universities has limited room for improvement. ② Comparative analysis: universities of comprehensive, science and technology, medicine and other universities have the highest level of scientific research efficiency, followed by universities of teacher training and lower universities of agriculture and forestry. ③ From 2017 - 2020, full-time personnel, internal expenditures of agriculture and forestry universities are input redundancy, patent authorization number and the actual income of agriculture and forestry universities are insufficient output. In 2020, full-time personnel, internal expenditures of normal universities are input redundancy, patent authorization number of normal universities is output insufficient. Conclusion: During the period of 2016 - 2020, all kinds of universities nationwide have achieved high research efficiency with high input and high output, which provides a strong reference for the national research management to allocate university research funds more scientifically and reasonably. This result to optimize the allocation of resources of university\u27s scientific research in China and improve the economic benefit of university\u27s scientific research has important theoretical and practical significance

    Study on logistics industry development policy of Beijing based on system dynamic

    Purpose: This paper is committed to design a logistics industry development policy model based on system dynamic to simulate the policy measures which promote region economic and logistics efficiency. The interaction between logistic industry development policy and economy needs to be investigated and the influence degree of logistic efficiency affected by industry policy needs to be identified too. Design/methodology/approach: In order to achieve the objective, it makes a system analysis from industry perspective to divide system into economic growth subsystem, logistics demand subsystem and logistics supply subsystem. Then the hypothesis and the boundaries are defined, and the causal diagram and system flow diagrams are drawn. The paper designs parameters and structural equation by the sample of Beijing using the econometrics model and takes model validation. Taking Beijing as an example, logistics industry development policy is simulated from the aspect of technological progress, increasing fixed assets investment, adjusting the industrial structure proportion and comprehensive policy by changing the parameters using Vensim-PLE. Findings?After logistics development policy is highly simulated by system dynamic model of logistics industry development policy, it is found that the policies of technological progress, fixed assets investment increasing, the industrial structure proportion adjustment and the comprehensive policy have different function to affect GDP, logistics demand, supply capacity and actual logistics costs. Originality/value: Compared with the previous research, this paper analyzes the interactive mechanism between logistics industry policy and region economy from a system perspective and establishes system dynamics model of logistics industry development policy to make up for the limitation of previous research.Peer Reviewe

    Gearbox Fault Diagnosis Method Based on Improved MobileNetV3 and Transfer Learning

    Under different working conditions of gearbox, the feature extraction of fault signals is difficult, and large difference in data distribution affects the fault diagnosis results. Based on the problems, the research proposes a method based on improved MobileNetV3 network and transfer learning (TL-Pro-MobilenetV3 network). Three time-frequency analysis methods are used to obtain time-frequency distribution. Among them, short time Fourier transform (STFT) combined with Pro-MobilenetV3 network takes the shortest time and has the highest accuracy. Furthermore, transfer learning is introduced into the model, and the optimal training parameters are selected training the network. Using the dataset from Southeast University, the TL-Pro-MobilenetV3 model is compared with four classical fault diagnosis models. The experimental results show the accuracy of the method proposed can reach 100% and the training time is the shortest in two working conditions, proving the proposed model has a good performance in generalization ability, recognition accuracy and training time
